On 29 November 1918 under the decree of Commander in chief - Józef Pilsudski, the Polish Navy came into life. Because of a very convenient location in the junction of the Vistula and Narew Rivers it began to be organized in Modlin. Housed a shipyard with handheld workshops. Since 1920, the workshop became a secondary center for the emerging maritime fleet. In the same year began the great expansion of the Military Harbour. An iron foundries were activated and forges, carpentiers, engines and machinery assemblies were expanded.
On 21 June1997 on the members of the Navy League Association initiative there was a monument unveiled. The monument commemorated the fact of opening of the first Military Harbour of the II Republic of Poland in Modlin. It was also to commemorate founding the Vistula fleet and the sailors' fights in the fortress defene.
Monument is placed opposite the canal leading to the harbour on the other side of the Narew River next to a railway bridge connecting its banks.
